APS6 Governance, Compliance and Regulatory Officer – Environmental RegulationOur client is a large federal government department with a varied remit. Their work connects and enriches every Australian community, underpins our economy and society, and empowers our regions.You’ll join the Environmental Regulation Section within the Airport Environment Branch, which is responsible for regulating environmental management at leased federal airports and delivering the department’s PFAS Airports Investigation Program through its PFAS Taskforce.With staff located across Australia, there is flexibility for candidates to be located in any capital city.The OpportunityThere is currently a vacancy for an APS6 Governance, Compliance and Regulatory Officer to join the Environmental Regulation Section. The vacancy is only available on a permanent s26 transfer, therefore it is only available for candidates that are currently permanent in the APS.This is an opportunity to:Join a motivated team that has high levels of engagement with the senior executive, including weekly updates from the FAS.Contribute to building structure and guidance around environmental regulatory processes.Work with highly qualified technical experts, environmental specialists, industry representatives and other high-level stakeholders.Benefit from a hybrid work environment with a mix of working from home and in office.The RoleYour core responsibilities will include the following:Undertake research and analysis to assist with the development of policy advice, meeting briefs, ministerial submissions, consultation documents, regulatory frameworks, guidance materials and drafting instructions.Consult Airport Lessee Companies (ALCs) and government stakeholders on proposed legislative and policy changes and incorporate their feedback into policy development, drafting instructions and advice.Help develop a new risk-based regulatory policy to better target regulatory effort at high-level environmental risks.Contribute to legal policy advice on compliance and legislative matters and draft requests for legal advice that are consistent with the relevant legislation, internal policies and departmental risk appetite.Promote and apply consistent and accurate interpretation and application of the environmental aspect of legislation, including:Airports Act 1996 (with primary responsibility for Part 6)Airports (Environmental Protection) Regulations 1997 (primary responsibility)Airports Regulations 2024 (secondary responsibility)Airports (Building Control) Regulations 1996 (secondary responsibility)Undertake a gap analysis, reviewing, and maintaining the Airports Environment Officers’ (AEO) Operations Manual, guidance documents and other AEO tools and templates.Assist with the sunsetting review of the Airports (Environment Protection) Regulations 1997, including organising stakeholder consultations and responding to feedback.The Ideal PersonThe successful candidate will have experience in governance, compliance or regulation in a Commonwealth government context, as well as experience at the APS6 level.You will also have:Familiarity with governance frameworks and documents.Ability to deliver a range of policy documents and briefs within strict deadlines.Analyse technical, legal and policy information and assimilate this into policy advice, in a timely manner.Experience in promoting and applying consistent and accurate legislative interpretation.Apply sound judgement, with an ability to adapt to changing priorities.Be able to work autonomously and within a team.Apply excellent written and verbal communication skills for a range of audiences.Demonstrated ability to deliver well-developed research, analysis and advice using well-developed initiative and problem-solving skills.Nurture productive relationships with internal and external stakeholders.Build own capability using coaching, feedback and development opportunities.To be eligible for this role, you must be an Australian citizen and have a minimum Baseline security clearance.Salary / RateAPS6: $92k - $110k + 15.4% super (or salary match).The vacancies are permanent s26 transfers, therefore are only available for candidates that are already permanent in the APS.Location: Any capital city in Australia.How to ApplyTo apply online, please click on the appropriate link.Alternatively, for a confidential discussion, please contact Liz Strachan or Lisa Shakhovskaya on quoting ref no. 20191.HorizonOne is committed to building a diverse and inclusive workforce and we encourage applications from people of all cultures, capabilities and backgrounds. #J-18808-Ljbffr
