Role Purpose
Develop, implement, and manage Emergency Management and Environmental Health & Safety Programs in accordance with BJC, local, state, federal agency, accreditation requirements and organizational. Prepare for and define actions in the event of an emergency situation to minimize interruption of services, restore services, functions and facilities in a timely manner and ensure compliance with regulatory standards related to environmental safety and emergency preparedness for the hospital and affiliated campuses. Manage and maintain accountability for administrative and operational activities for Emergency Management and Environmental Health & Safety programs, including budget, direction, and program development, including coordination of all safety activities with other hospital campuses, public emergency responders and project management teams for new/ongoing construction and renovation, acting in the role of the duly authorized safety officer. Continuously assess program-related documentation for effectiveness and organizational structure and provide feedback for continuous improvement.
Responsibilities
- Manage Emergency Management and Incident Management Team meetings. Establish and maintain in accordance with federal, state and local agency and accreditation requirements emergency management/preparedness policies and procedures. Provide technical support, policy interpretation and guidance for department specific emergency plans.
- Develop, implement and evaluate emergency management and environmental health and safety programs including healthcare disaster preparedness to respond to events with the potential to interrupt hospital operations and ensure compliance with regulatory standards related to environmental safety.
- Lead the Hospital Incident Command System (HICS) and the subsequent post-event debrief process, including regular incident command exercises; provide education and training for affected staff, incident response and supporting or functioning as Incident Commander during activations and completion of action items identified in the formal debrief process.
- Develop, implement and maintain policies, procedures, training programs and regulatory programming in safety, fire prevention, industrial hygiene, and environmental policies mandated by regulatory agencies.
- Conduct accident investigations and job & worksite hazard analyses.
